Back-office AI operations · State, local & education

Automate the back office. Keep the decision.

Munivera finds the administrative workflows that cost your agency the most staff time, builds a secure pilot in 30 to 60 days inside your own environment, and keeps a named employee on every consequential decision.

§ 01 The work

The back office is where the staff time goes.

Invoices waiting in shared inboxes. Permit backlogs. Records requests measured in weeks. The one person who knows where the policy is. Munivera starts there: finance, the clerk's office, procurement, HR and the document-heavy work around them.

We start with one workflow, measured: annual volume, minutes per item, labor rate and how much of it a pilot could take on. Then we build that pilot in your environment, with your employee on the signature, and measure it again.

Specific workflows, not a citywide chatbot. Every engagement names the workflow, the system of record and the person who approves the output.

§ 02 Where agencies start

Four ways in. One measured workflow each.

AI workflow assessment

Five to ten prioritized workflows, an ROI model built from your own volumes, data and risk scores, and one recommended 30–60 day pilot.

The assessment

45 days

Government knowledge assistant

Cited answers over your ordinances, policies, contracts, minutes and SOPs, so staff check the source before they act.

The assistant

45–60 days

Document processing automation

Intake, extraction, classification and routing for accounts payable, permits, grants or records requests, with drafts an employee reviews.

3–4 weeks

AI governance and readiness

An approved-use policy, data classification, risk tiers and employee-review rules your CIO and counsel can stand behind.

as a warranted federal Contracting Officer, signing contracts and defending the files. That's why every Munivera agent leaves the decision with your employee.

§ 03 Deterministic by design

Most of the system isn't AI. That's the point.

Adjectives can't be verified. Architecture can. In a Munivera system the model does one bounded task, and ordinary, testable software does everything else.

  1. Intake

Rules check the request is complete before work starts.

  2. Retrieve

Existing permissions decide what may be read.

  3. The only AI step

    Model

Extract, draft or summarize. One task, bounded.

  4. Validate

Code checks the output against the source.

  5. Approve

A named employee signs. The model never does.

Software handles

  • Intake validation and completeness checks
  • Routing and approval rules
  • Permissions, inherited from source systems
  • Every calculation in the ROI model
  • Audit logging and retention

The model handles

  • Extracting fields from documents
  • Drafting text for employee review
  • Summarizing and citing source material

Always behind a validation check. Always ahead of a named signature.

§ 05 How an engagement runs

Assess. Pilot. Deploy. Operate.

Outcomes, not hours. The first purchase is a three-week assessment, and nothing scales until a before-and-after is measured.

  1. 3 weeks

    Assess

Inventory the workflows, time them with the staff who do them, and score each on data, integration, records and political risk. Leave with one recommended pilot.

  2. 30–60 days

    Pilot

One workflow in your tenant, with an evaluation set built from real cases and a before-and-after metric.

  3. 3–6 months

    Deploy

SSO, permissions, integrations, audit logging, training and exit documentation your team owns.

  4. Monthly

    Operate

Evaluations on every model or prompt change, connector care, and cost and accuracy monitoring.

If a step can be a rule, it is a rule, not a prompt.

The Munivera design rule

§ 06 Where AI projects stall

The problems we're brought in to close.

i.Staff already use AI chat tools, with no policy.

Governance comes first: an approved-use policy, data classification, risk tiers and employee-review rules your CIO and counsel can stand behind. Then a sanctioned pilot replaces the shadow use.

ii.Every demo looked great. None of them passed IT review.

We deploy into your Azure and Microsoft 365, AWS or Google Cloud tenant, with your SSO, retention and logging. The architecture is the governance: the model is one bounded step, behind validation and ahead of a signature.

iii.Invoices and forms pile up in shared inboxes.

Document processing takes the intake, extraction and routing off staff, and leaves them a draft to check. Volume and minutes are measured before the pilot starts, so the result can be checked too.

iv.Only one person knows where the policy is.

A knowledge assistant answers from your approved documents with citations, under your existing permissions. If the procedure isn't written down yet, we write it first: an assistant can't cite a rule nobody wrote.

v.Nobody can say what the AI budget bought.

Every pilot starts with a baseline and ends with a before-and-after on the same workflow. If the numbers don't justify production, the recommendation says so.

§ 09 Questions

Questions agencies ask about back-office AI.

What does Munivera do?
Munivera builds back-office AI for state, local and education agencies. We find the administrative workflows that cost the most staff time, build a secure pilot in 30 to 60 days inside the agency's own cloud tenant, then deploy and operate it with a named employee approving every consequential action.
Which back-office workflows can AI help with in government?
The ones with volume and documents: accounts payable invoices, permit intake, public records requests, requisitions, grant reporting, board packets, contract files and staff policy questions. A three-week assessment measures each one and recommends a single pilot.
Where does our agency's data go?
It stays in your tenant: Azure and Microsoft 365, AWS or Google Cloud. Munivera doesn't host agency data or keep copies, and every prompt, retrieval and output is logged and kept on your records schedule.
How long until we see results?
The assessment takes three weeks and builds the ROI case. The pilot that follows takes 30 to 60 days and ends with a before-and-after measurement on that one workflow, so you see results within about a quarter of starting.
What does the first engagement cost?
Rates are proposed, not published. The three-week AI workflow assessment is sized to fit common small-purchase thresholds, so most agencies can buy it without a formal solicitation.
Is Munivera a small or veteran-owned business?
Yes. Munivera is the government operations practice of Infivium Solutions LLC, an SBA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB), in business since 2012. UEI MLEXHJ5PZZZ8, CAGE 9DLZ9.

§ 10 Ask an AI

See what Munivera could do for your agency.

Pick a question and open it in the AI assistant you already use. It reads our site and explains, for your organization, where we could help and how.

I work at a state, local or education agency. Read https://munivera.com and https://munivera.com/llms.txt, then explain how Munivera could help my organization free up staff time in the back office (invoices, permits, records requests, policy questions) without putting our data or decisions at risk. What would we get, how quickly, and why is Munivera a strong fit for government? Link the pages you used.

Opens the assistant in a new tab with the question filled in. The answer comes from that service, not from Munivera.
